Very low fps for all of my games despite good hardware

Hello all, and thank you for taking the time to read my message.

A friend of mine put a desktop computer together for me. It has very good hardware which I will list in a bit. A few days ago I was playing my games like World of Warcraft, Counter Strike, Ark, League of legends, BF1 at 200+ fps. And then one day all of my games started playing at 5-15 fps. My laptop (wireless) can play the games at normal 60fps but my desktop cannot. At first we thought it was the connection. So i bought an ethernet cable and connected it and it still didnt help. I tried updating my drivers but they were all up to date. Then i decided to try and use my desktop at my friends place. When I hooked it up at his place the computer worked perfectly, but when I brought it back to my place (the very same day) and hooked it up it went back to 5-15 fps.

My setup:

Processor: Intel i7-3770K
RAM: 16 GB
OS: 64 bit Windows 7 Ultimate
Display Adapters: Intel HD Graphics 4000, NVIDIA GeForce GTX 1060 3 GB

Im not very tech savvy, if you decide to try and help solve my issue, I would be very grateful if you could explain in laymen terms.

For example: i have no clue what a BIOS is.... Sorry.

P.S. I went through some of the other threads with the same issue but they didnt help. No heating problems, drivers are updated, Using HDMI cable, using ethernet cable,

additional info: when using wireless the speed is 72.2 mbps and when using ethernet cable i get 1 gbps speed.
