I'm asking because it's already underclocked and it's already reaching up to 74°C under stress in gaming after a while. It's idling at 42°C.

My Rig:

Windows 7 64 Ultimate
Gigabyte GA-78LMT-S2
AMD FX6300
GTX 460 1GB GDDR5
8GB DDR3 Ram
500W Generic PSU

Solution
It is an okay temp, nothing to worry about. GPUs can withstand a lot of heat, it is not uncommon to see them run is 80s range. However, try to keep them below 85 at all times, some GPUs start throtthling (reducing performance) after that. Common max temperature which will lead to automatic shutdown is usually 105-110C.
