CPU oc can reduce bottleneck?

So I have a CPU bottleneck of 10 to 16%. I have the Asus Strix 1070, intel i5 6600K and the Asus Z170 pro gaming.
Is it possible to reduce my CPU bottleneck by overclocking? How far shall I overclock it then? Or is there a other solution instead of buying a faster CPU?

Is an boost frequency of 3,9 fine too?

BTW, can a hyper tx3 rob easy handle the oc?

With the software you get when downloading MSI afterburner you will get some monitor software that shows you the percentage of your GPU and CPU while gaming.

I don't feel it's bottlenecked because I still get high fps. I am just one of those people that wanna get the max out of my parts. I mainly play BF and killing floor and then I see the bottleneck in my monitor software that shows my cpu is at 100% and my GPU isn't.
