You're sure it isn't a 6+2 Pin plug?
If thats so, you're absolutely good to go. As it will work exactly like a 8Pin cable.

If that isn't the case, i wouldn't recommend at all putting a brand new GPU on those conditions, it may end up damaging it.

A proper 700W PSU should have any pins you would need, it seems yours isn't as good as it could be.
Not trying to be rude, but i'd get a proper PSU to pair up with the GPU.

Some great PSUs that will have anything you need are:
XFX Pro, SeaSonic, EVGA SuperNOVA G2, and...

You can technically fit a 6 pin into an 8 pin but there is the downside. The 6 pin provides up to 75W of power. The 8 pin provides up to 150W. You may be starving your GFX card of power. That's a bad idea.

Most likely it won't even power up, or if it does as soon as it needs to draw any serious power it will cause your system to crash. If you have a poor quality PSU theoretically it could cause damage to it or the GPU.

Wattage is not the major concern. Main issue here is the 8-pin on the card needs the two extra sense pins connected to ground or unlikely to power up. And yes. A proper adapter will provide ground wires to said sense pins. Works for me, and countless others as well.
