In the holidays I decided to upgrade my GPU from an GTX 960 to and RX 480. I just wanted a bit more horsepower without spending too much money on my PC. I also knew that I had to buy a better CPU if I ever wanted to buy like e.g 1070 or 1080, as the CPU would probably bottleneck those cards. I looked up in forums such as toms if the 8350 would bottleneck the 480 and many people stated that it would not bottleneck in most games but it would in future games or games in general that are CPU-heavy like for example Battlefield 1, but also only for a bit.
So I got the 480 and was pretty disappointed. The Witcher 3 for example did run great. With V-Sync on I got a stable 60 with merely any drops and was actually happy but in other games like in Overwatch the performance did not changed at all in comparison to my old 960. The CPU usage was on max(!) about 85-90 and never reached actual 100 percent. The GPU usage was dancing like hell, dancing between 50-75 percent but never reaching 100. I was pretty sure that it was indeed a CPU bottleneck but I don't think that the GPU usage should be that low (I thing like down to 90 or even 85 should be normal, but I may be wrong that's why I am here).
I tried several things; Used DDU and reinstalled the drivers, reinstalled the games I played and then even restarted windows to factory settings, but none of these things actually helped.
I sent back my 480 and decided to get an 470, cause if the problem is a bottleneck I should get the same performance (or even better and more stable performance) for less money. After I got the 470 I checked the performance on my games and nothing has really changed. Of course the CPU usage is still that high but the performance itself did not changed at all and the GPU usage is still around 50-75 dancing.
Is the CPU really the main bottleneck here or is it something else?

I have bought an RX 480 and suspected my FX 8350 to be the bottleneck to my GPU even though people stated that the 8350 would not have any problems with the card what so ever. So I bought the RX 470 to get almost the same performance for less money but noticed that the GPU usage did not really changed and performance was almost untouched in comparison to the RX 480. Also, I think that the CPU usage of maximum 90 per core should not get the GPU to a 50 percent usage, but at this point I could be wrong and I am not entirely sure, but it still feels strange. (I excepted at max a dropdown to 85 percent GPU usage)
I will list up my specs now:
CPU: AMD FX 8350 @ 4,4 GHz OC
GPU: AMD RX 470 Strix not OC
PSU: Thermaltake 630 W Berlin 80+ Bronze
Motherboard: ASUS Sabertooth R2.0
RAM: 2x4 GB 1333 MHz GSkill (this is the oldest component in my setup, but it seems to run fine)
Things to know before you ask them:
CPU Overclock: Yes, I have overclocked my CPU. I played without the OC to see if it would be more stable but the only thing that happened was that games would just peform worse than without OC. Many people said for the 480 that if you have and 8350 at @ 4,5 that you should'nt have any problems with the RX 480 that's why I think that the CPU is not the main factor and that it may be something else.
Temperatures: Here, you have to trust me. At load my CPU reaches 60 at max and my GPU never goes above 75. If it was a thermal bottleneck I would notice it.
