Why am I not getting desired fps?

My build is this: XFX rx 460 4gb, Amd athlon x4 860k, 8gb hyper fury x, motherboard is Gigabyte GA‑F2A68HM‑H, and the power supply is some offbrand 400 watt power supply. My problem mostly comes with GTA V, which is my most demanding title. I run it at the resolution of 1366x 768 and recieve 45 fps at the lowest possible settings. When I look this up, I see others with very similar builds getting above 60 fps. Looking for some insight on this. Also i dont have any background programs like skype, and dont use recording soft ware.

The Athlon x4s are essentially the APUs without the integrated graphics. I don't recall coming across many benchmarks hitting 60fps with them and can dip to mid-20s. Though I would expect better fps on that resolution though.

I would consider general 'housekeeping' to eliminate possible issues effecting performance though: scanning for viruses and malware, using something like MSI Afterburner to check on things like temperatures, usage of CPU and GPU, use AMD Overdrive to check on thermal margins, and closing all windows before gaming.
