High CPU use

I noticed both the CPU & RAM started running 2-5x's higher than average. It isn't affecting performance but I can't find the reason. I found one program (Trustire by IBM) that while uninstalling, it did give a reason option of this but after restarting after it's uninstall, didn't solve the problem. Haven't tried defragment, restore point or indexing, but I've tried almost everything else. There's no apparent reason. I'd like to fix it.

windows 10? Go to start type services > click services > scroll down to superfetch > right click>properties> stop > statup type click disabled > apply > OK , Reset.

Works 70% of the time with these issues.
