Slowly rising CPU temperature from 30-80+ degrees when IDLE

I have an AMD fx 8350 CPU. I just replaced my old water cooling system with a Noctua nh-d9l because it seemed liked the pipes were constantly overheating and so they were faulty.
Now that I've replaced it, my CPU temperature STILL continuously rises from around 30-80+ degrees from the bios or the desktop.

I've used HW monitor as well as my bios' temperatures to confirm that they're the same.
I've removed and reapplied the thermal paste far too many times.
None of these have prevented the rising of my CPU temperature rising when idle.

Any suggestions are welcome.

I would run some programs that would modestly heat the cpu up and then feel if the cooler is transferring the heat. If thats the case it could very well be the sensor because 80 degrees seems odd on idle even if you just had a passive heat sink on it with no fans.
 
Since the temp is slowly rising it sounds like you're not getting enough air through the case. Just for a test if this is the case, take the side cover off and see if it runs cooler. If so, it's an air flow problem so check your fan speeds and make sure the case fans aren't fighting each other and/or the CPU fan. Also check that the air entry and exit vents aren't blocked.

Yah just touch the metal on the radiator, if hot airs blowing off it that sounds like its working. You also may want to go into your bios and just check everythings alright with regards to your voltages around 1.45v and below 1.5v

According to the testing results I've read, the D9L cools about 5-10C worse than the U9S, and both barely maintain adequate load temps on a stock clocked 4790k. Knowing an FX octacore produces more heat than the average quadcore i7, I think you may be exceeding the TDP capabilities of this small cooler.

Also, make sure the thing is actually mounted tight enough against the CPU surface. Do the temps improve if you ramp up the fan speed?

I've already taken my case off to test the airflow. And yes, hot air is blowing off of the metal radiator. My CPU fan has currently worked itself up to 1730 from 1424. I'll check the voltage now.

The H50 is even worse at cooling a CPU than the U9S. It's honestly about as good as my dinky little Hyper TX3. It takes a pretty beastly CPU cooler to keep an FX octacore truly in check. Like Scythe Ninja/Prolimatech Megahalems/H100i level cooling.

Bad/nonexistent case airflow would only exacerbate the problem, especially if you have a super hot GPU like an R9 390 with an open-air cooler sitting directly underneath. Case airflow is crucial when you're pumping out that much heat.

Would the temperatures always reach such heights without fail even when the PC is idle? I've removed the cases to help the airflow, but it doesn't cause a difference.

That suggests something might be wrong with air circulation. Did you test the temps with the open case?

The TDP of your chip is 125W. Your current cooler is designed to hand 125 watts of heat. So if you're overclocking at all your cooler will not keep up you may want to get something bigger in the future for handling heavy load and overclocking.

It doesn't really address your idle temp issue though. To see if your you have good decent airflow you could take a piece of paper and hold it semi near your fans to make sure they're pushing air in the right direction and that the flow is not blocked by cables or something. Generally hot air rises so you want to take air in through the bottom and front of the case and push air out the top and rear.

Every time I've put my PC on, I've removed the case to ensure that it's not an airflow problem. Could anything related to the cpu mess with the best conduction?
