Is my liquid cooler the culprit here?

Hey tech pros, I have a light gaming rig that's been running a Phenom II x6 1090T chip with a Cooler Master Seidon 120v liquid cooler for maybe a couple of years now, and I noticed an odd issue while playing the new Abe's Odysee remake.

After about 45 minutes the game will start to stutter and glitch, and so I decided to do some investigating and found that my CPU was rising north of 70C, and when I touch the back of my case where the coolers radiator is it's so hot I can only touch it for a moment.

When I'm not playing the game the CPU idles happily around 40c, so I guess I'm wondering what's going on here. My first thought was the cooler is busted, but it must be doing something right if the idle temperature checks out, right?

I'm about ready to order a new cooler, but I just wanted to grab some new perspectives on the matter before I proceed.

I just finished changing the thermal paste and there has been no change. Idle is 40C still, and I get about 45 minutes of gaming before it starts glitching. I'll try cleaning the radiator and fan and see if that helps now.

I've cleaned off all this dust and now I'm idling at 29C and capping out at about 55C while gaming. Thanks for the help everyone :)
