Well this is a fairly new issue for me. Not really sure where to put this thread either. Either here or in the windows 7 section, or maybe a software thread... ¯\_(ツ)_/¯ feel free to move it to a more appropriate area, mods
Anyways onto the issue

So I just noticed today that my system clock was off. It has been fine for a whole year and half. I immediately went to go correct this, following the steps listed here. Seemed fine. Played a game in fullscreen, and after I'm done only like an hour or two later mind you, the clock was reset again. Only this time it is off by about the same margin that it was before. (I did not measure the difference both times. I can say that even the minutes are off by a significant margin, so it isn't just fighting to go back a few hours).

I did just do my regular updates of GPU drivers, microsoft updates, etc just before seeing this happen. Other than that I have not really installed anything shady. Only thing that might be causing it to my best guess would be F.lux, which I had installed about a week ago. I did not have the issue until today tho so I'm doubtful it is f.lux but it does require the clock to function properly so maybe that is the case.

I'm gonna ask first if it may be something else going wrong before uninstalling things. Maybe someone has had this issue before and can tell me. If you have anything to share, please do. I'm quite capable of managing systems but this is just such a weird bug that is... well, weird.

Update: I've done virus scans on MalwareBytes, nothing has come up. I may uninstall F.lux now since I've uninstalled everything other than GPU drivers from the last known time that everything worked properly. Still occuring btw.

My first suspect would be malware or a virus. Run Malwarebytes Antimalware and Adware cleaners, as well as a couple of other online scanners. Another common cause for this is using cracked software (games) which changes the system clock to defeat protections. If you are using any of these, they should be uninstalled.

The first task to do in this case is to check the time zone settings.
Windows will synchronise your time according to your timezone, even if you manually adjust the time.

Done these. Scans came up clean. I did recently get Richard Burns Rally from a friend in a dropbox. I bought the disc, couldn't find it and have not found a legitimate purchase sight or download so I took it. I've uninstalled everything I could find of it aside from the save file. Still occurring tho. Any other ideas or areas to check on my drive?

Is the time set to the same values for all users? This probably doesn't apply today, but many years ago my user account time would randomly sync with the admin time (which wasn't synced to a server).
