Skyrim used to run fine, now low fps

I've been playing Skyrim on and off for a few years now and it would never fail me, running SKSE with around 130-140 mods I've never had a problem, I don't use ENB's because it's way too much for the computer, I play on a laptop which has been decent but not high end mega gaming machine but it's handled medium level skyrim graphics and a few graphical mods here and there but nothing over the top. It has an Intel Core i5-4210U CPU @2.40GHz, 16GB RAM and AMD Radeon R7 M260 graphics chipset. I stopped playing for nearly 12 months as I just didn't have time, but I started recently playing again and it is almost unplayable, very low to guess between 10-15 fps, load screens are at least 4-6 minutes each. I've taken all my mods off, nothing, started a new save, nothing, changed all settings to lowest possible, nothing, removed and reinstalled the game no mods new save low settings, still no change. I'm playing on the latest version with dragonborn, dawnguard, and hearthfire DLC. Please if I could get any help would be greatly appreciated

I would start by checking the temps on your CPU and GPU to see if they are getting throttled due to heat. I had a similar problem on my laptop and cleaning out the dust and replacing the 4 year old thermal paste on the CPU and GPU is what fixed mine. This may not be your issue, but it is a simple place to start...plus removing old built up dust will always make a computer happier and last longer. Most folk never think about the dust inside their computer and laptops are neglected more than desktops for this, for accessing the interior of a laptop is more involved than a desktop, and can be intimidating if never attempted. I would say start there for it is free to try with the exception of a little time and effort and can make all the difference in the world sometimes.

This is some of the data I could find while in game, I don't know what is good and what is not as I'm not very hardware savvy. I don't really want to pull the back off if I don't have to, I've done it before but it's just a pain to do it so I'd rather avoid it if I can, especially if everything is running as it should.

CPU core #1 is averaging 75°C in game, 3.9% load in game.
CPU core #2 is averaging 72°C in game, 3.9% load in game.
CPU core #1 @ 2394 MHz from 2694 MHz total.
CPU core #2 @ 2694 MHz from 2694 MHz total.
GPU is averaging 75°C in game, 100% total GPU load in game.
GPU core @ 940 MHz from 940 MHz total.
4.2 GB used from avaliable 11.7 GB Memory, 26.6% load.

Hmmm...your temps seem fine, a little warm, but well within range especially for a laptop. I will still recommend dust removal at least if you haven't done so in a while. I know it is a pain, but maintenance is required with any machine. It may not solve this problem, but it can help avoid others and extend the life of your computer. As for this issue...drivers maybe? If you haven't played for a while, maybe there has been an optimization in game that works better with updated graphics drivers? Just a guess, and maybe you have tried this already, but if you haven't, it would be the next step I would look into.

I've updated all my drivers and I did end up pulling the back off and disassembling it pretty much all the way and cleaned it out, wasn't very dusty but I got what was there out put it all back together and nothing had changed at all. I'm really stumped at the moment because I have no idea what else I could do
