CPU temperature rises from 30-80 when IDLE

I'm using a brand new Noctua nh-d9l since I thought my old water cooling system was the issue.

I've applied the thermal paste many times. My temperatures still start off around 30 and eventually level off around 75-80 when idle.

I've removed the casing around the PC to ensure it isn't an airflow issue.

My My vcore and dram voltage is at 1.34 and 1.63.

I've checked that my temperature increases are both the same in the bios and on HW Monitor.

Any suggestions are welcome.

Yes, you can remove the heat sync without changing your cpu. That noctua heat sync is very adequate and you shouldn't be having thermals at that temperature. Id be inclined to say you installed it incorrectly. Make sure you read the manual and re-install it in accordance with what stated for your amd cpu.

AMD fx - 8350
AMD R7 200 (Dual)
Gigabyte Technology Co. Ltd. 990FXA-UD3
2 Radeon R9 Gamer Series Ram cards (8gb total)

CPU Coolers:

Corsair H50 (3 Years old)
Noctua NH-D9L (Installed yesterday)

I've had the system for around 3 years ago now. I don't know the exact moment it started happening, but I do know
that when my PC first overheated it was due to the build up of dust in the 'grill like' section of the water cooling system.
Once I cleared that out, it worked again. I'm not entirely sure if my temperatures returned to normal from thereon though.
3 weeks after I cleared it out and it began working again, the CPU overheated once again. Even after cleaning it out again,
the issue didn't go away. That's when I decided to get a new fan; especially since I was told by tech support that my cooling pipes were not supposed to be as hot as they were.

If you mean the sink over the CPU, nope. Is that something I can remove without changing CPUs? I've only re-applied the thermal paste.
