CPU idling at 100c after trying 2 liquid CPU coolers. WTF?

I just rebuilt a lot of my system and am having problems with it idling incredibly hot. I got new components after a bunch went bad from a water spill. What I'm running:

Gigabyte z-270x gaming
i7 7700k
EVGA GeForce 1070 SC
*Was running an H100i and getting hot temps idling so picked up a H110 and still getting hot idling temps.

I cleaned and reapplied thermal paste with both units. I have no clue why the CPU would be idling over 90. It's very weird. Any ideas?

I'm new to water cooling, so I'm not sure how to verify this. A good guide would be key. Looking into this.

Just fired it up again. Immediately after boot, it's at up to 70c and jumps to over 80c. I put my hand on the block and it feels lifeless. Not sure how much I should feel any kind of life there, but I'm assuming the pump isn't working.
