Very low Fps on new build (Pls Help!)

CPU: i7700k (custom water loop)
MOBO: Z270 GAMING PRO CARBON
GPU: RX480
Ram: Team Group Elite 16GB (4x4GB) DDR4
PSU: Aerocool MOD XT 750W Modular 80plus
SSD: Samsung 250GB
HDD: 1TB (programmes)
HDD: 4TB (recording)
OS: Windows 10
Upgraded my pc to achieve stable FPS whilst recording Paladins however my fps is worse then ever, at times I will acchieve a stable 150fps(capped in game to this amount) other times I will open the game to an extremely low fps i.e 30/60 the amount it will run at is forever changing but reamins stable around the point it started ie if it starts at 150 it will remain there until I close the game. The issue is not with overheating as the temps never run over 40. When the issue occurs windows it self seems to run slower as well and watching videos online become unstable with feedback from the sound.
I have tried everything I can think of to fix this issue including:
Fresh install of windows
Re-install drivers
Run Malware software
Re set the CPU and apply thermal paste
run stress test on CPU and GPU both seem to have no issue with this.
This issue is not exclusive to Paladins as it will also happen in other games I try to play.
Sometimes restarting the game will fix the issue, but then the next time I open the game the issue will return.
Any suggestions as to what the issue may be or how I can fix this would be greatly apprecitad I have been searching for an answer online for a couple of days now and can not find anything!

Don't see why he should have any issues with the 480 and the 7700k. If you are talking about bottlenecks there is no way in hell that the 7700k would bottleneck a 480

Also it doesnt matter if you have a higher ram speed than the cpu supports, you can have that. Also the motherboard supports up to 3800mhz ram anyway. As of looking through amazon the only team group elite ram I can find it 2133 and 2400. But like I said having a higher ram speed wont make a difference.

Also that aerocool psu is probably not good at all. All of the aerocool psus are listed as tier 4 on the tier list (tier 4 and...

Also its a 750w psu for around £50 which would indicate that its a budget psu which could also tell you (not always) but most of the time that its gonna be pretty shitty. Like corsairs cx line.
