gtx 750ti is better or gtx 690 or gtx 680 and which one is not expensive?

depending on your power supply, the 1050ti would probably be the best bet for you. the ones you mentioned are older cards that have been replaced and updated for the better. reference 1050ti models do not need any extra power from the power supply while some of the custom ones use an extra 6 or 8 pin connections. for a list of the models available as well as power needs see this list. http://www.tomshardware.com/forum/id-3047729/nvidia-geforce-gtx-1000-series-megathread-faq-resources.html#17902604

this rx 460 is well priced at $93 and has a $10 rebate for $83 total price after rebate is in. it is roughly equivalent to a gtx 950 which is considerably faster than a 750ti

it is better than anything else i see on partpicker around the same price. it uses no extra power from the psu so even a weaker oem psu will be able to run it. i don't see anything better on partpicker anywhere around the $90 budget range. if you're not in the US, then of course this price means nothing. if so, then give me a place you can shop and a local currency budget and i can skim there as well.

need a store you can actually buy at and budget in local currency. there is no relation between US prices and yours so no point in trying to guess what is available and at what price in your area. i somehow lost my list of stores from various countries so if oyu could link me to a store you can buy from with your budget in local currency i'll do some skimming to see. you can also do this by referencing this list http://www.tomshardware.com/reviews/gaming-graphics-card-review,3107-7.html

for some reason that site is not working for me. it won't let me search and scan results for graphics cards. i did some looking at new cards around 9500 rupees (about $90 converted) and did not see much above an nvidia 730/40 for that price new.
not a lot of power there and would leave you wanting more for sure. i can't scan that site for used stuff as it is not working for me. you can do some looking if it is working for oyu and compare cards to the tier listing i linked above. basically find the best card you can for your budget used and go for it. i wish i could help skim the site but it just won't let me do any browsing of the listings.

And bro second last thing nvidia geforce 745 GTX and nvidia geforce gtx 750 is cheap and better then gtx 560 for gaming or not???????

they are roughly the same. i'd go with a 750 due to it being newer. will have those few extra features the 560 is missing. it will work ok for 720p gaming and 1080p with low settings in many cases. it is likely that the newest games may not run very well at 1080p as the low vram will hinder it a bit.

you'll have to look for those prices. especially when looking at used cards. performance level has little to do with what someone is asking for a used part. you may get lucky and find a 750 or 750ti for cheaper but only time will tell. but get the best you can for the cheapest price obviously. 
i've never bought used parts but have occasionally scanned ebay for others. turns up all kinds of different prices for similar stuff. just have to be very thorough when looking ot be sure you get the best price for the best part.

i don't know. that's what i can;t find on any of the sites i looked at. US prices are not the same. so a new 750ti at $100 US would not cost you the same in RS. they run a lot more for you.
for instance this 740 model http://www.czone.com.pk/graphic-cards-nvidia-geforce-pakistan-pt.155.aspx that runs about $92 new in the US runs you about $175 US dollars when RS is converted.
i could find used prices here in the US but they would not be even close to what it will cost you. and since that site won't work for me, i can't find what;s for sale to see what they cost. i've even tried it with a vpn putting me closer to pakistan to see if that helps but it does not.
