New Build PC - won't turn on, BOOT or POST - what am I missing?

Please help - this is driving me around the bend!!

GA-78LMT-USB3 (rev. 6.0) - using only onboard graphics
AMD Athlon II X4 640 3.0GHz L2 2MB Quad Core Socket AM3 95W ADX640WFK42GM CPU
CIT Dual Rail 400W Fully Wired Efficient Power Supply

Swapped the PSU out from a working system no change - based on GA-M61PME-S2 (rev. 2.x).

Tried three sticks of memory individually no change:
Integral DDR3 1600MHz
2x Crucial 2GB DDR3 1600 MT/s (PC3-12800) CL11 Unbuffered UDIMM 240pin 1.35V/1.5V

Clear CMOS - no change.
Can always charge stuff via USB.

Breadboarding - using screwdriver to short the power switch
With ATX and ATX_12V connected - and CPU cooler.
Doesn't boot, beep and no fans.
Disconnect ATX_12V - and turning on power turns on CPU and power fans (but obviously nothing else)

Sadly this kit was intended as an Xmas present for son. So far have had two other mobos and CPU with same results. I've built other systems with no problems in the past - and I'm static aware, honest.

CPU/mobo unable to test. Is it possible I need a better PSU?
Is there something I'm missing - some other test?
 
Solution
Taken it to a local business, and I was plugging in the 6x into the 8x ATX_12V - instead of using the 4x plug. If this is it, then I guess the ON Switch didn't turn on the power to the ATX_12V correctly.

And I thought the 4x and 6x were interchangeable...

Hopefully that's the issue...

Resolved through the payment of an idiot tax?... ah well.
