Very low framerates in gta 5 and csgo on good gaming pc

I recently built a gaming pc with a gtx 1070, i5 6500 at 3.2 ghz, 16gb of ram and a 256 gig ssd and 1tb hdd and I run gta 5 at all low settings at 1080p and get 1-20 fps. This only happens if I play the game for 10 minutes+ and progressively gets worse from there. Ive uninstalled and reinstalled my drivers multiple times and I cant figure out the issue please help!

What temperatures are your CPU and video card running at when this happens?

My gpu is at 40c and my cpu is at 70c

are you sure you running with your gpu? check to see where you connecting the monitor cable to.

Yes its plugged into my graphics card.

if the temp is 70 on the cpu, look like something else using too much cpu.

I looked at task manager while I was playing and nothing else was using above 1% of my cpu, the graphics card doesn't get hot at all unlike when I play witcher 3 or bf1..

Run Afterburner to check the various CPU usage/temp graphs or save the log and post.
