It depend how you are measuring things. The physical ports always run at full rated speed. They do not run at 500m or 600m they only run at 1gbit.

So if data it being send the port is 100% used or it is 0% used when no data is being sent. There is no in between.

It could be some averaged rate.

The other thing it can be is the overhead. You have mac addresses headers and ip address headers. Some programs do not count these overhead fields they only count the actual data payload part of the communication.

Still it doesn't really matter because you number is so high it means the port is properly running and it is just a something about how the number is being displayed.
