RAM is slower than advertised (2133 / 3200 MHz)

My system has got 2x8 GB of DDR4 RAM, which should do 3200 MHz but only does 2133 according to bios, task manager and system info.

I've tried setting the memory speed to 3200 MHz in the bios, but upon boot I got an "Overclocking failed"-message and needed to revert it.

Motherboard (ASUS Z170-K) supports memory up to 3466 MHz.

Any ideas to what's going on, and how to solve it?
