If you are playing games on a PC, recommended specs are:
Intel Core i5 or better
8Gb RAM
You will also need capture software like OBS or XSplit and a decent speed broadband. Your upload speed is more important than download. You can use speedtest to see what you are getting.

Minimum for 720p is 1.8Mbps. Really you want to be above 2Mbps. If you want to stream 1080p I think you want at least 5Mbps or higher. You can use the below link to give you a better idea.
