Having issues with my internet even though my speed is fine.

So I have no idea how to explain it or why it is happening but has been going on since tuesday. I am not sure it was because I change the Ethernet cable(a cat 6 cable) that was plugged into my router downstairs, or if it was because I had remove parts from old pc( which is connected to the router down stairs), or because I have build a new computer. My internet speed is alright but, sometimes websites no longer respond even though they stop loading or that downloading a game from steam hang ups and then continues. I do have my computer plug into a switch that is plug into my power line adapter, but I believe the problem happened much earlier. as my new pc wasn't finish until two days later. It could also be that both computers are using the same ip address, but i'm not really sure.

My speed is 29 mbps and the ping is currently at 9 ms as I have tested by using ookla

Do you just think they might be or do they actually have the same ip address. If they do it is a massive issue.

It could be as simple as you internet connection is actually going down. What you want to do is open a couple of cmd windows in the background. Run a continuous ping to your router and some common ip on the internet like 8.8.8.8. No packet loss to the router indicates you in house network is likely ok. Packet loss to the 8.8.8.8 address is a little harder but it generally indicates there is some problem with your internet connection and most times it is the connection between the ISP and you. If they tell you everything is fine then you need to do more intensive testing to prove them wrong...but maybe you get lucky and they will fix it.
