In case you want something in low budget, but still performing well,
get a second hand 4th gen i5 from ebay - it's easy to test and will cost under 100$
the MB would be better new. the model depends on the CPU, if you can fit a K CPU into your budget, you'd be better with Z87 or Z97 basedd one.
with the above parts, you can reuse your RAM (it's the latest platform to support DDR3).
