I have heard all these rumors about how project scorpio will "have 6 Tflops of floating point performance" and 8 core CPU. Is this all reasonable? A console is supposed to be a somewhat affordable entertainment system. Should budget PC gamers be worried? I have a gtx 1060 3gb and fx8320 (yes I know it bottlenecks). Will it beat my system?

It depends. If that console has features that are not easily ported to PCs or has such huge sales that software developers put PC titles as second or third priority, then yes. But, performance is not the primary comparison point between consoles and PCs.
