Probably not, you're going to have a hard time even finding something used for that price range. For your build and budget, I'd recommend a 1060 6gb mode. Wouldn't worry too much about vendor, but I wouldn't pay more than $250 for one. I got a PNY 1060 from Jet for $220, and it's freaking awesome. You aren't going to hit 144 fps in anything AAA on the highest settings, but you should stay pretty close to 60. I get good frames in Ark, Forza Horizon 3, and Just Cause 3, to name a few.

If you want that 144 fps in 1080p, you'll need to save up a little more and get the 1070. The 980 is outdated, overpriced, and is only a hair better than the 1060 6gb.

NVidia aint like AMD .. they feel there older cards are priced just as well as when first released matter of fact older 900 cards look to now cost more then ever

Just get a 1060 6GB. It's performance is about the same as a 980, it has more VRAM, and you should be able to find one for about $250. The 1070 is out of your price range and the 980 doesn't make much sense now that the 1060 exists.

1060 6gb = rx 480 8gb > 980
 

This is a tough choice, and I've been down the exact road as you:

Performance wise right now, the GTX 980 is superior to the rx 480 and gtx 1060. However, the gtx 980 is 2 years older than both and the rx 480 may have better vulkan support that may some day surpass the gtx 980. I chose the gtx 980 due to watching benchmarks on youtube where this card was superior to both the rx 480 and the gtx 1060. I would see if there are any updated youtube videos as the rx 480's driver support may have improved, thus turning the performance tables a bit.
