No matter what i do i can't fix my PC. Won't even boot with all new parts

At first the screen was black when I plugged it into the motherboard or GPU, but everything booted and the fans were spinning so I thought it was a motherboard problem. I ordered a motherboard and bigger case for better airflow. Once I put the motherboard in my new case not only did it show a black screen, but booted up whenever the PSU was plugged into the wall, and didn't respond to the case power switches. I thought it was a CPU problem so I booted the PC with no CPU cooler to see if it would heat up and the CPU did not change temperature at all so I ordered a new CPU, still didn't work. So i thought that nothing was booting because maybe i got a faulty motherboard so i RMA'd the motherboard and bought a new one, my new one came today and my PC still won't even boot. I think there might be a problem with my 24 pin connector but i'm not sure, it clips to the motherboard but i can see that the plug is not pushed down all the way into mb. The motherboard green led doesnt turn on either

I've tried booting with nothing but the cpu. Cpu and ram. And every component in the case

I have a intel g3258 down from an i5 4690k
evga 80+ 600w psu
gtx 1060
8gb ram
msi h81m-e33 motherboard
 
Start over. Also unplug the power core, clear the CMOS by jumper.
Only cpu+cpu cooler, using onboard iGPU, no RAM, no any HDD/SSD, plug the 24pin cable and the 4pin cable into MB, boot the PC.
If the CPU/MB are fine, it should boot but you will get ne RAM no boot device. If the PC will not boot, either the cpu or MB has problem.

I did this and it still doesn't work but this is my second new motherboard I bought with a new CPU and a new PSU so I I'm confused to why I'm still having the same problems with everything even though all my parts are new.

Right now I have it out of the case, testing it on the motherboard box.

What are the jumpers. I just checked the 4 pin connector and it's the right one, and I'm trying g to pull out the 24 pin connector to test if it will work with my old PSU and now the 24 pin connector is jammed. Yes the CPU is compatible

Ya theyre in correctly. I even tried using the jumper from my old case and it didn't work

You're stuck in a K-hole. You might be at the point where you need to make pictures available. All proof pictures. Pictures of all connections you've made and model numbers to negate any doubts of bad configuration. I mean over heads of several areas, of course pictures of the CPU (or at least the box specs.), RAM, motherboard...

I don't know what to tell you. By the fact you didn't know what I meant by jumpers let me know you're new to this, but at the same time if you have really RMA'd the parts like you've said, then the fact of you being new doesn't leave "noob" as the conclusive factor of troubles. So, either work it out or find a way to put up pictures.

The only reason I've stuck with you this long is because this is an honest problem we all face no matter what industry we're in :p. That being said, oversight is usually the prevailing condition of problems.

Out of curiosity, where have you bought these parts from?

That's all but the CPU pics. Let's see the CPU in the socket and out of the socket, just to make sure none of the pins are bent. Also the memory pictures (even though they are not installed). You can leave the heat sink off while you're doing all this, you'll know in 10 seconds or less if it is going to work.
