Random Ping Spikes!!!!!!!!

Hello to all that are reading!

Quite recently I've recognized an issue regarding ping. It spikes continuously throughout the day and night once every 5 or so seconds. I'm just asking how I could fix it and/or improve it?

I am running a wired connection, I am on Windows 10 and my Specs are here:
GTX 970
i5 6600k @ 4.2Ghz
16gb 2133mhz RAM
1TB Black WD
250GB Samsung 850 Evo
CX600M Corsair Power Supply

We will certainly need quite a few more bits of information in order to solve this issue effectively. To start off:

What is your pathway of internet traffic? (aka, modem -> router -> switch)
What is the equipment being used? (model numbers preferable here)
What ISP do you use?
What sort of Ethernet cable are you using to connect with? (aka: cat5, cat6, etc)
Is there any sort of visible damage to the cabling? (aka: stripped connectors, exposed/unshielded wires, etc)
Are you running through the wall with your ethernet or are you connecting directly to the networking hardware?
Are you using on-board ethernet ports on your PC or are you connected through a separate NIC?

These details should help you get some answers.
