AMD FX-8320 always having random drops in FPS

Every time I play Rainbow Six Siege, I get random drops to 40 fps, and I lock my FPS at 60, just to keep my CPU usage lower. I get around 50-70% when locked at 60, but randomly my CPU jumps up to 90-100% and when it does this jump, I drop to 40 fps. It's completely random. I've tried disabling Shadowplay, and other things.

My GPU is always at around 30-40%, I play on low settings 1080p with a EVGA GeForce GTX 970 SSC.

My temperatures ARE WAY HIGHER, than my old FX-6300 cpu. I used to get always under 50 C, when gaming on my FX-6300, and only went to 50 C when like rendering a video, but with this 8320, I get up to like 57 C just when gaming, back on my FX-6300 gaming on Siege would be only 40 C...so could that be a issue? I've tried everything, unparking cores, high performance, and everything, so any suggestions, and I can't overclock for shit....literally 40mhz made the desktop start lagging and I instantly dropped back to stock mhz...

The 8320 is a more power hungry cpu than the 6300 (125w vs 95w) so higher temps should be expected at least a little bit.

The FX lineup are fairly weak in gaming and the GTX970 is around about where the cpu bottlenecks become more apparent.

Throttling is a very common thing with 125w FX cpus especially if you are using a 760g chipset. The CM 212 Evo usually makes things worse since it prevents the motherboard's vrms from getting airflow.

Yes, my motherboard is pretty cheap, and didn't really do much research, but I believe it only does 95w CPUs....so would I be better off with a FX-6300, and a FX-8320 with 125w would make it worst, or what?
