I have an EVGA 850 BQ (850 watts) power supply, and I want to get a new fan because the "ultra-quiet" fan has a kind of loud air blowing sound. My old PSU which was generic was quieter if I remember. I'm trying to get a quiet 140mm fan that I can put in my PSU because I like to have a PC that is as quiet as possible.

Solution
I don't suggest opening the PSU up to change it's fan. When you open up your PSU, your PSU warranty will be void. Also, you could damage PSU internal components due to this.

For quietest PSU possible, go with Seasonic PRIME 650.

It's the best 650W PSU money can buy at current date and it's also dead silent, even under worst conditions.

And i can confirm that PRIME 650 is dead silent since i have it in my Skylake build (full specs in my sig).

If you need the extra 200W over 650W PSU, then you can go with Seasonic PRIME 850...

But if you still want to replace your PSU fan at your own risk (that you can damage your PSU which in turn can fry your entire PC), then for quiet 140mm fan i suggest Arctic F14 PWM fluid dynamic bearing fan.

I have 3x Arctic F12 PWM fans. Got one in AMD build and it's dead silent. First i got it, had to check several times if the fan is working at all since it was dead silent. :D In my Skylake build, at first i had 2x Arctic F12 PWM fans on my CPU heatsink until i replaced them with Corsair ML120 fans for some more eyecandy.
