Graphics card doesn't work

Hello everyone.
I recently bought a used GTX 650 Ti Boost and brought it to PC service so they could install it in my PC. It was advertised as working and tested. But, they said that the GPU isn't working correctly. Here's what they reported:
The GPU works for 10-15 mins, but makes the whole PC lag. After the time passes, it gives blue screen. That is without the drivers installed. When the drivers are installed, it doesn't work at all.
Reportedly, the fans on the card don't spin but the technician told me that there's no physical damage on the card. The GPU has been tried on 3 different PCs with different Windows versions (7, 8 and 10).
I want to know: would it be risky to fix the card (if it's possible) in the PC service? I paid 45 euros for it, but if the fixing is over 15-20 euros, I can't afford to fix it.
Does someone possibly know what's the problem or can give a solution?

AMD Athlon II X4 631 2,6 GHz
4 GB DDR3 RAM
500W Chieftec PSU

If it works for a while, then you get problems, it could be heat related. That card is old enough that maybe the thermal paste needs to be replaced. I can't think of any 'fix' for a videocard other than something related to the thermal paste and pads, fan, or heatsink.

When you buy used, you need to make sure you buy from someone with a good reputation. Even so, it's still a risk. I don't know if you're comfortable working with computers, but if it was me I'd want to install it myself and see for myself the issue. Not that I don't trust the pc repair place you took it too, but they might be trying to get you to buy a new card from them.

Please tell me, how can a branded PSU like Chieftec with (real) 500W of power be garbage? The technician told me it works great and without any problems, and that it is enough to supply power to my PC. So, the GPU is definitely the problem.

because low tier trash LIE about their wattage, and they have cheap components. It really is russian roulette.

You should only buy units that have been reviewed good by people that have the proper equipment to do so
