GPU overclock not working in fullscreen gaming but working in windowed mode

Hi, I'm using an EVGA GTX 970 ACX 2.0. I've tried overclocking this card using ASUS GPU Tweak, MSI Afterburner, and EVGA Precision XOC and every time it only overclocks when in windowed mode. As soon as I fullscreen a game, the core clock speed drops from 1309 Mhz (44 Mhz offset) to the stock 1050 Mhz. Its boost clock is 1265 Mhz, but it never goes over 1050 even when it's at full load and putting out fewer than 60 frames per second. GPU is staying at a frosty 50 C and I've overclocked other cards on this setup before. Could this be a case of GPU boost not working or something? How can I fix this? Thanks in advance!

It is the video that allowed my to push my card the furthest it has been. The rep. helped me understand an OC much better than I did prior to watching the video(MANY MANY MANY times). Some people just want core and memory clocks and that's it. They don't care about the how. OR they take big steps with their OC's. 47MHz isn't big. You need to set aside a couple hours to fully appreciate that video. 25 MHz are the steps I take.

What's your most graphically challenging game? Some games just don't challenge the 970. It's not exactly a weakling.

In Nvidia's Control Panel do you have the power management set to 100%?

Oh, it's an EVGA. Why not call them? 1 (888) 880-3842 They are very knowledgeable. I use the EVGA 970 FTW. If there is a problem with the card they will find it, fix it or possibly suggest an RMA. They need complete information. PSU?

P.S. Overclocks aren't guaranteed.
