First what happens when they die I assume no liquid is being pumped so since there is no heat sync instantly maxes out and cpu shuts down the pc being damaged.

If this is the case is there a way to auto shut down the computer before it damages the cpu.

Yes that's it.
Attempting to start the PC without a cooler could get you to POST, but within a minute it will almost definitely shut down due to over heating.
So no harm done.

A one time temp limit reach isn't going to damage the CPU. The reason it shuts down is to prevent the CPU being damaged, it doesn't shut down after the damage is done.

If the temperature is really high, thermal throttling will activate instantly, lowering the CPU speed a lot to decrease heat.
 
If you plug your pump into the CPU fan header, that will auto shut down your rig in case of a pump failure. But if you have it plugged into the PSU or chasis fan headers, your CPU will overheat then shut down.

However, it's REALLY hard to kill a CPU by overheating these days. With how good the throttling and emergency systems have gotten, your pretty much safe from a melt down. Technically you should get no damage from the cooler failing and the CPU overheating one time.

Just look at ALL the custom loop rigs that have the pumps connected to the PSU directly.

To add to PC-4LIFE I've used a program called Core-temp on my old laptop. It would reach 95-100c while under heavy load. It lasted 7 years before it's iGPU fried but I always had Core-temp as a backup to turn the PC off before the hardware turned itself off. It wasn't a hard shutoff like the hardware safeguard does, when a temperature target was hit Core-temp would force the PC to go though the normal shutdown procedure. Normally if the hardware safeguards detect a critically high temp it would just cut power to the PC entirely to save itself.
