Clock Speed Not Max During Stress Test

So I am new to overclocking and I have been running Prime95 to test stability. When I up the multiplier to 42 on my intel 6700k it only hits 4Ghz on the stress test. During benchmarks it will go to 4.2Ghz. When I up the multiplier to 43, it only hits 3.9Ghz during stress test, but will hit 4.3Ghz during benchmarks. Here are some screenshots of the core speed and temperatures. Is there something I am missing?

I thought the same thing. I bumped up the voltage to 1.2V and it still is not exceeding 4Ghz. The voltage is also not going up to 1.2v. It is staying around 1.15v. I feel like I am setting up the stress test incorrectly. Here is a screen shot of CPUZ after I bumped up the voltage to 1.2 with the multiplier set to 42

Oddly enough the voltage stays at 1.2v when idle.

The voltage drop isn't a problem, don't worry about that.

I can't think why that's happening.
If your temperatures are very high, I suppose it could be thermal throttling.
Use Intel Extreme Tuning Utility while stress testing, it will show temperatures, usage, everything you need to know really.
