What latency is better?

Hi, I have 2x4GB G Skill Ares DDR3 1600MHz CL9 memory with latencies of 11-11-11-28 and command rate of 1T by default. If I enable XMP in bios, the new latencies are 9-9-9-24 but the command rate is 2T.

Which of them is better? 11-11-11-28 with 1T or 9-9-9-24 with 2T??

My system: Asus H87 PRO, Intel Core i5 4670 and Windows 10 PRO 64bits.

9-9-9-24-2t is still a lot. Better but as said above id be shocked if they won't run at either 8-9-9-24/25-2t or 9-9-9-24-1t. I have a similar kit they'll run at 8-9-9-24-1t. And even at 1866 9-9-10-27-2t not sure where I have them set at the moment
