Hi, 6 months ago I bought a GTX 1070 and while most games perform more or less as expected, I've run into a few games where the performance is wildly inconsistent, maxes out my CPU load, and/or generally just gives me way more trouble than I expect with a 1070. This has been bearable up until I bought BF1 and it ran like crap. I asked around some tech-savvy friends and one suggested I upgrade my 4-year-old PSU and RAM. Neither of us thought it was the CPU because research shows that an OC'd 3570k should still be up to par, and my temperatures were fine (a little high, but fine). Before I go spending too much money, however, I'd like to get your advice.
Should I upgrade my CPU? Should I upgrade other parts? My budget is $300. Could I be dealing with other issues that don't require part upgrades?

Problem games from worst to best:
Battlefield 1 - Wildly inconsistent framerate (30-100), frequent drops to 30. Max CPU load frequently. Lowering graphics settings does not appear to lower CPU load.
Titanfall 2 - Stutters and audio crackling/popping at max CPU load (which is the majority of the time). Lowering graphics settings does not help.
Xcom 2 - Generally poor performance and often frame drops to 20
Doom - Good performance (~100, +20-30 with Vulkan), but significantly lower than most user-reported framerates with 1070s
There are others, but I either don't play them often or they are known to have performance issues.
Do you need to know anything else?
