Am I CPU-bottlenecked? Should I upgrade my PC? i5-3570k OC 4.3GHz

Hi, 6 months ago I bought a GTX 1070 and while most games perform more or less as expected, I've run into a few games where the performance is wildly inconsistent, maxes out my CPU load, and/or generally just gives me way more trouble than I expect with a 1070. This has been bearable up until I bought BF1 and it ran like crap. I asked around some tech-savvy friends and one suggested I upgrade my 4-year-old PSU and RAM. Neither of us thought it was the CPU because research shows that an OC'd 3570k should still be up to par, and my temperatures were fine (a little high, but fine). Before I go spending too much money, however, I'd like to get your advice.

Should I upgrade my CPU? Should I upgrade other parts? My budget is $300. Could I be dealing with other issues that don't require part upgrades?

Problem games from worst to best:
Battlefield 1 - Wildly inconsistent framerate (30-100), frequent drops to 30. Max CPU load frequently. Lowering graphics settings does not appear to lower CPU load.
Titanfall 2 - Stutters and audio crackling/popping at max CPU load (which is the majority of the time). Lowering graphics settings does not help.
Xcom 2 - Generally poor performance and often frame drops to 20
Doom - Good performance (~100, +20-30 with Vulkan), but significantly lower than most user-reported framerates with 1070s

There are others, but I either don't play them often or they are known to have performance issues.

Do you need to know anything else?

Have you tried overclocking your CPU? This might give you some boost.
Upgrading your PSU (lol) or RAM or anything else than CPU won't help. If your CPU is 90-100% all the time while playing BF1, then here is the problem. You hav to know, that BF1 is veeery CPU intensive. Monitor your CPU usage and report back please :)

I just did a quick test and yes, as I expected, BF1 runs at 100% CPU load. And indeed, I'm on a 4.3 GHz overclock. Does that mean my CPU is the issue?

How much do you think I could get if I sell the board and cpu? (I'm already giving the RAM to my brother).

Thats looking pretty good! just add another 8gb stick of ram later and you'll be good.

Only thing that I would suggest is maybe looking at another motherboard, Asus PRIME H270M-PLUS. Both the one your friend suggested and this one are pretty much identical in specification/features. I just personally had great experiences with Asus motherboards (while my friends jumped to AsRock, MSI. it still seemed to prove itself a better product overtime). Look over the specs and decide, both are a good choice

you should look around on eBay, that'll give you a pretty clear idea on price.

You should sell the CPU+motherboard together (dont split them up)

or you could see if any of your friends would like to buy from you. Generally my Old PCs, I just give to my parents

Revisiting this thread to update that I basically have a new computer and I'm still experiencing issues where I absolutely shouldn't be. I have a new motherboard, cpu, ram, psu, and operating system. I formatted my previous system drive. Battlefield 1 continues to runs inconsistently and often drops significant frames. It's better but still not fun to play because of the performance. The Witcher 3 (which I never really tested much) drops to 30 frames in the first place you start in (with Hairworks off). I will continue to play to see if it's just a bad area. I haven't tested many other games due to dread, but I will report back.

So I guess it's looking like the real problem is with my GPU? What do I do now?
