Booting brand new computer

I have just gotten a new pc with windows 7 preinstalled on the hard drive. When I turn it on everything works and it gives me the option to boot in safe mode or to start windows normally. If I try and boot in safe mode it tells me I cannot boot in safe mode and have to restart my computer. If I boot up normally it gives me a progress bar for half a second then my peripherals restart and my monitor loses connection. I don't know how to fix this or to boot up my computer. I just want it to work. I've tried going to the bios but its all in Chinese and glitchy when I try and select English nothing happens and after a while of being in bios it either resets the computer or just freezes. Msi motherboard.
