Gaming at 1920 x 1080 on my 144hz monitor, I've got 16 gigs of ram :), there are other things running in the background but none of them are taking up any substantial amount of cpu percentage. I have tried changing the resolution ingame and it had little to no effect

Sadly, that is normal behaviour. A lot of newer games are getting very CPU heavy and you really need an i7 now if you want to game above 60FPS and take full advantage of a 144Hz display. Overclocking your i5 will help to an extent, but your only real option to really fix this problem is to get an i7. Either that, or give up on 144Hz and try pushing a higher resolution instead. The 1070 does well at 1440p and the 6600k isn't really a limiting factor at that resolution.

Really? i was under the impression that the 6600k would not be an issue with the 1070. I get pretty bad fps in games like csgo aswell. How would i push a higher resolution. Thanks for the answer btw <3
EDIT: I just tried launching watch dogs 2 on my 2nd monitor which is 60hz and i still get the same shitty fps drops and such

The 6600k is sufficient for 60FPS, but beyond that you're going to hit a CPU bottleneck on a lot of newer games. That said you shouldn't be seeing a lot of drops below 60FPS due to your CPU. Define bad performance. For CS:GO go into your Nvidia control panel and for CS:GO make sure the power management settings are set to prefer maximum performance, for games as undemanding as CS:GO the GTX 1070 tends not to go beyond idle clocks with regular power management and that can sometimes cause bad or inconsistent performance.

Bad performance in csgo is around 60 - 100 frames, tho it might not sound bad it is very inconsistent and i have seen vids on youtube with the same specs and they get 300-400 frames consistantly. Before i had a 1070 i had a 970 which currently outperforms my 1070 which i find a little wierd
