Soldering a header

I just bought a second hand motherboard that seem to have less fan headers than i expected now that i looked closer at the picture of it. I concluded it was because it is from a complete computer. But i noticed that there is text on it and solder so i am i wondering if its possible to solder in a header there? Seen this on other motherboards with "missing" headers and just solder dots but never reflected on it.

Asking this mostly because i am interested in knowing. Very unlikely i will do anything because soldering on a motherboard seems to be a generally bad idea and getting a fan controller would be wiser.

Had problem finding manual for the exact model since it seem to be a modified version made for a complete computer. The drivers and manual are still relevant of the original, only a few features missing. My main question was if it possible to add headers to motherboards that have soldering dots and text written but no header. I have seen other motherboards having that. I think its because its different versions of motherboard model. .
