This is my first ever PC build and I am looking to make sure that these parts will work together and also looking for suggestions. The only catch is that all the parts have to be bought from amazon because I am using an Amazon store card to buy my parts.

I am trying to build a gaming pc. Not wanting something that will run everything on max graphics but normal with at least 60 FPS. Any substitutions would be great not trying to go above $1200.

The CPU Cooler price is included with the i7 and I plan on harvesting my existing 250gb/1tb hybrid. (Can I actually do that or do I have to buy new storage or can I use the existing OS?)

you don't need 850w for that card, it'll run just fine on 430w. That cooler is way beyond what that cpu will need, and doesn't make it easy on case choices. The motherboard is z270, that's Kaby Lake, and you paired it with a Skylake psu. Not that any bios would be an issue, they are both lga1151.

you will want to reinstall Windows on the drive after the motherboard upgrade.

nice power supply, decent cooler.
i would put out the extra ~$100-140 for an 8GB 1070, and compromise the CPU model if your budget can't handle it. you'll be getting much more out of the 8GB 1070 gaming-wise than from that i7 CPU. an i5 will yield same returns in most games for quite some time.

you'll be better off in the long run sticking with the newer Z270 chipset, which has more features available. but maybe a better board than that MSI PC MATE.
and like i stated before, you will also be doing much better with the GTX 1070 vs the 1060 now and even more so in the near future.
also if you have many peripherals or internal devices; multiple internal\external drives, eyefinity displays, media hubs, printers, cameras, excess fans, etc you will more than likely want more than a 550w PSU. i've reached 70% of my Dark Power Pro 11's 750w at times.
