Laptop Won't Start Up

I shut down the laptop in the middle of a system recovery and now it won't start up. I mean the laptop starts up but it just gets me to this weird bio screen and whatever option i choose it doesn't work. It won't even let me boot to my flashdrive to reinstall windows.

I think I figured it out. Basically I just had to go into this bios setup using a plugged in keyboard. Then I had to prioritize my flash drive to boot up first. After that I made the computer boot in legacy first rather than UEFI.
