No your ram is lacking, your graphics card might do but it'll be slow, you will need a quadcore cpu check the links as provided.
Whenever I play pc games, I don't rely on intel/amd dual core cpus to do the work.
Many will say its great at first, but when it begins to slowdown after a short period of time.
Its unbearable when it begins to lag up, especially if you have other things you need to do on your pc.

Depends on the Display.
If you're planning on running it on the lowest possible resolution then you might be able to run it with few tears in your eyes.

But in my opinion you should be able to run far cry primal at lowest settings.
Don't expect anything from the other two.
 
No you can't part of the problem is that game wants 4gb of ram to use, also having a quad core cpu would help out more.
Your R7 250 might do for the time being but when you start to lag very hard during long game play its going to be time to upgrade.

You can run that and see what it recommends, I would suggest this as an example.
8gb of ddr3 ram at 1800mhz to help with games such as that.

This would be a great way to start, oh sure its used but it does work and it won't cost you the original retail price.
Finding a good micro atx or atx board to put with it that will use your current ram, you could do real good for 250.00 dollars.

Just something to think about if your really looking into gaming and having abit more desktop productivity power going on.
