Graphics Card not pulling its weight.

I've just updated my computer by putting in a i-7 6700k processor, MSI Z170A Mother board, 16 ddr4 ram, Nvidia gtx 960. My problem is when ever i play any of my games, my standing Frame rate is roughly 190, yet when I get into any sort of conflict, or graphics heavy requirement, it bottoms out to 30. Before i had only the Graphics card on a stock computer and it worked better.

What games are you trying to play?
I'd say your CPU is being bottle necked by your GPU. Your GPU isn't the best one out there, it's slightly better than a 1050 Ti but is superseded massively by a 1060.

At the moment I'm trying to run a basic game like League of Legends and I can barely get it to stay at around 60 Frame. As for re-installing windows, how would i go about doing that without having to pay for it over again. the computer came stock with it and I'm still learning how to do most of this. The hardware is easy, its the software that's kicking my ass.
