Abnormally High CPU temperatures!

Recently the temperature of my computer is abnormal higher. The load on the CPU seems to be stuck at 4-9% even though only google chrome used leading to a temperature range of 42-62C
when load goes to 15% the temperature shoots up to 60, then around the 70s and sometimes reaching 90C, the highest i recored was 98C.

The high temperatures are scaring me and i wonder if there is any issues with my system that i do not know of.

Specs:
I7-4790 no overclock
deepcool gammaxx 200
Palit gtx960
16 Gb ram
H97-PC MATE motherboard
550W FSP PSU

I live in Singapore so temperatures are roughly 26-30C, my desktop is parked inbetween my bed and desk.

Would really like some advice on this matter!

There are several things which might have been happening - the fan could have been dying, gummed up, not working right, etc - and the thermal paste CAN dry out eventually - usually those things only happen after either extreme usage and/or age.

Either way, glad to see that it's running properly now.

I replaced the fan with the stock intel , and the temperatures returned pleasingly to normal. The issue lies with the deepcool fan. The deepcool fan runs normally which makes it weird, though the thermal paste was also replaced but still does not account for the drastic difference of 20C.

So, is the fan spoilt? or thermal paste can make such a big difference in temps?
