Well, if the card works fine in other systems, you can try a clean Windows setup to make sure there are no software issues. If that does not help things, only real cause can be the motherboard or maybe the power supply.

My cpu is 2 x 6 opteron 2.10 ghz with 32 gb ddr 3 ram and xilence 600 w psu.I think,my ati sapphire dual-x r9 270x is dosent work because i have only pcie 2.0 or not compatible my motherboard. Thanks any suggestion!

The only real issues with PCIe slots would be for the older PCIe 1 or 1.1 slots, not with rev 2.

Is this a card that worked for you before or a new one you are trying? Is it actually new or used? If used did you test it before buying it? You can try a BIOS update on the motherboard, also make sure you have the power connected to the Radeon card, the 270X would require a PCIe power plug if not more than one.
