Hi, I'm currently running a pc with the following specs:
Intel core 2 quad q9450
2x2gb ram 667mhz
Ati radeon hd4800 series
A 475w power supply

And I am looking in to upgrading the pc with a gtx 1060(on a pcie 1.1 port) and getting 8gb ram 800hz since my Mobo only supports ddr2, will it be able to run games like battlefield one, overwatch, forza horizon 3, assassins creed 4,... with at least 60fps on medium to high settings 1080p? Getting a new pc is no option at the moment.

Thanks in advance :)

I think your best bet for a future proofing a build is to upgrade to at least an i3 5th gen (socket 1151)

Please tell us the socket of your motherboard, it's best to upgrade that to a DDR3 supported mobo since 800MHz is a bit low for modern gaming.

You can pick up 1600MHz DDR3 ram for cheap now - 4GB for £30 (Kingston branded)

Here's a quick list:
i3 6100 CPU - https://goo.gl/mXuGRi - £109.99
MSI H110M Motherboard - https://goo.gl/3bmmz4 - £46.75
Kingston Hyper FURY RAM 4GB 1600MHz - https://goo.gl/jSSKKj - £30
Aerocool 500W PSU - https://goo.gl/hKMM8a - £30 (optional but recommended)

Price altogether - £216

This can let you play the games you want on High most likely since performance of i3's are excellent. I used to own an i3 3220 and played GTA IV on quite high settings, was just my graphics card that I changed.

You'd need to change those parts definitely.

I get why that would be a good solution, but I don't think I can do that, my question is if it would improve my oc's performance, even if there were to be bottlenecks, also my CPU socket is lga 775

You want to overclock with those specs and play AAA titles on medium-high on 60fps?

This is tomshardware, not comedianware.

If you overclock even with decent cooling you're not going to get very far.
I get FPS drop with 16GB RAM, i5 4690K and a R9 280 3GB card on DOOM High-Ultra settings.

I dropped the 775 socket when I was a 15 year old.
It's 2017 dude, upgrade!
