GPU Constantly At Max Clock! HELP!

NOTE I own the EVGA GTX 1060 6GB ACX 3.0 GAMING Hi, yesterday I noticed that my GPU idle temps were higher than usual, so I checked the GPU clock in EVGA Precision X and MSI AfterBurner and it said my memory clock was 4006 MHZ and my GPU clock was 1506 MHZ which are the full clock speeds on the GTX 1060, and I do not overclock, yesterday, I read online that reinstalling your drivers would help, I uninstalled my drivers with DDU, then reinstalled them and the clocks were fine at idle, but then a couple hours later they went back to max clock and stayed there at idle, I also tried downgrading my drivers, that worked for a couple hours, but then it went back to max clock, what should I do?!

According to this thread it is to do with the power setting in the Nvidia Control Panel
