Question about Os and Steam games

So, I building a pc. The current hdd I have is 2tb and thats what I plan to use. Although it occured to me that I might need to download windows 10 free update again and that I might need to redownload my games. Is there any possible way for me to move my hdd to a new pc without me deleting my games? My HDD is partitioned and everything is store only on the 1tb partition the other 800gb is left untouched. Can I like transfer the steam folder from the C: to the D: and then boot the win 7 again on C: without losing my games? If possible, can I also tranfer the Os, if not its okay, the free update is only 3gb anyway but the games I cannot afford to redownload them all again.
 
Solution
You should be able to move games to D: partition. If you only format the C: portion of the drive for fresh install, D: should be unaffected if your careful selecting options for C: only on OS installer.
Steam's newest client allows you to move installations to other folders or drives within the client. Still, I keep backups of my steam directory, so if I reinstall OS, I just point steam to where the games are. Typically, I keep steam itself on C: and games on D:.

Can I like, move the current steam games I have on C: to D: then after booting up the OS on C:, I just have to redownload steam and direct it to where the games are at? Another question is what folder do I need to copy or move?

Steam does allow you to save games anywhere you want but the HDD might have to be formatted if you're planning on installing Windows 7 on one already running 10. Why don't you just buy another HDD or even an SSD? I just got a 120gb from microcenter for 35 bucks, it might not be the best but I only need it to run my OS and Steam.

Budget cuts thats why. I'll move every games to the D: partition and when booting the new OS, since its already allocated and still not formatted the D: part would be safe or not? I'll only format the C: or that can't be?
