Athlon 860k + R7 265 having not so good fps

Hello guys,

Here's my set up:

Radeon Software Version - 17.1.1
Radeon Software Edition - Crimson ReLive
Graphics Chipset - AMD Radeon R7 200 Series
Memory Size - 2048 MB
Memory Type - GDDR5
Core Clock - 925 MHz
Windows Version - Windows 10 (64 bit)
System Memory - 8 GB
CPU Type - AMD Athlon(tm) X4 860K Quad Core Processor

Currently playing dota 2 at 1080p but my fps is only reaching 60 fps high and 40 fps lowest, it's the highest settings possible on DX 11 of course vsync is off, I got lower fps in vulkan. I don't know if this is the FPS i should be getting on this set up. or is it? your opinion will be appreciated.

BTW I exclude these file on my ESET AV just to make sure that it doesn't do any scanning on the gameplay and it's on my SSD as well.

Also I'm thinking on upgrading to RX 460 but seems like my R7 265 is behind a little to that card to the point buying it is not recommendable, any thoughts? Thanks.

This sounds like an expected result (to me) for 1080p on your hardware, with the settings turned all up.

If you were looking for a noticeable, but still affordable, upgrade from your current GPU....I'd look at the RX 470.

Solution
The 265 is a slightly faster HD 7850, so you can look into 7850 performance in DOTA 2 to get an idea of how your card should perform in that game. As to your particular setup, I'd check CPU usage in the game. There are two ways you can do this. One, the simplest, is to play the game at your normal 1080p, medium settings(not high). Look at your framerate. Now reduce the resolution to 720p and play again. Has your framerate gone up a lot? If so, this means your 265 is holding you back. By reducing resolution you also reduced the workload on the GPU, this is why framerate went up. But if framerate did not go up much or not at all, then this means the problem is your CPU. This is proven by reducing the workload on the GPU yet it had little to no effect on framerate. That's because the CPU is the problem, not the GPU.

Or use MSI Afterburner to see onsceen CPU and GPU usage as you play at 1080p and your normal settings. Which one is always at or near 100%? That's the one holding you back.

I tried that, I set the settings to lowest and notice that it didn't do much, didn't even reached 100 fps which I thought it would be. Darnit I should've went intel when I'm picking up the parts, I hate that I love AMD.

Nope, the r9 270 is a rebranded 7850, the 265 should be somewhere about the 7790 performance. As for performance, check each of your CPU cores usage with msi afterburner, my bet is that those drops are because one (or more) cores are being maxed.
