Games freeze for 1-2 seconds then continue like normal

I've been playing games like CS:GO, and Rust but all of them freeze for a few seconds then continue like normal. And on Youtube I get a 100% CPU Usage.
Specs:
GeForce GTX 960
i5-6402P CPU 2.80GHz
8 Gigs of RAM

My drivers are all up-to-date. I tried searching everywhere on the internet for a solution but none of them fixed the problem. The first time I got this PC It didn't happen but 1 month later it started happening. When it freezes my ping is usually over 700+ then it goes back down to 60. Please help!

You could call your isp and ask the service rep to run test on the signal coming to your modem to see if they see any line quality issues. Sometimes you will get a decent rep on the phone that will know what to look for in the test that they run.

My isp is Charter Spectrum and I get around 50-60 mbs download speed and 5.50 mbs upload speed. There is a yellow cable connected to both router and modem and there is another wire connected to my power plug.

Take a Ethernet cord and plug it in to your computer then plug it in to the isp's modem. The purpose of this is to determine where the problem is persisting. If there is no lag while hardwired to the modem then we know to move to the router. If there is no problem there then it is the wifi. And are you connected to the 5Ghz band of your wifi???

There is already an Ethernet cable from the modem connecting to the router. And there is no more ports. Is it safe to disconnect that from the router and modem then connect it to the computer? And I am using the 2.4Ghz band. I tried the 5Ghz and thought it would work but the same problem still occured.

It won't hurt anything, but you can connect it to a port on the router, it shouldn't make a difference which you do. If you don't have another Ethernet cord, then unplug the one going to the router and plug it into the Ethernet port on your computer.

I connected the ethernet cable from the pc to the modem but then there was no internet so I reconnected them to modem and router. I had a spare ethernet cable so I put it to another port in the router and put it into the pc. The problem still occurs..

Sounds like the problem could possibly be with your isp, or the installation inside your house. Installs have to be done correct and a lot of cable techs can be lazy not wanting to replace old rg59 cable. That's assuming that there is nothing wrong with your computer and it is the Ping that is going really high.
