Brand New Computer turns on then off, repeatedly

I just put together my computer (first build on my own) and I tried to turned it on but it turned back off after a few seconds, then it turned back on and off and keeps doing it. I've checked the wiring, the RAM, and the CPU. I'm not sure what's wrong. The only things not brand new are my SSD and HDD.

System Specs.

Intel i5 6600k
Cooler Master Hyper 212 Evo CPU Cooler
Gigabyte z170x-Ultra-Gaming
Corsair CX750 PSU
16gb Corsair LPX ddr4 ram
60gb SSD (worked fine before I used new parts)
250gb western digital HDD (Boot drive with windows 10 64 bit also worked fine before)

With a new board , you will need a fresh install of windows , a lot of times you can't just plug in the drives and have it boot.

Just out of curiosity, what happens if you disconnect both storage devices from the motherboard? Can you at least boot into a stable UEFI BIOS setup with them disconnected?

Thanks but I just forgot to plug in the cpu power (first build by myself plus my cooler is huge so it hid where i was supposed to put it)
