Computer slowing down and I cant figure out why

So I have a new PC it worked fine i got all my drivers and such and I get some games like Gta 5 so it runs at 60 fps and I think i should overclock and I turn on this thing called "OC genie" on my motherboard and its men't to overclock my cpu i try and my PC slows down so i turn it off and now it runs at 57-60 fps so then i try to overclock my gpu I turn it off and now it runs at 45 i don't know what I did I checked my memory and its not that and I don't know what else it might be.

My specs
gpu: Msi gtx 1060 gaming X
Cpu: amd fx 8350
Memory:16 gb corsair vengeance pro
motherboard" msi 970 gaming motherboard
Hard drive: 1 tb
Cpu Cooler:Hyper 212 evo

I honestly have no idea but I can tell you this much; you should try to do an OC manually as opposed to letting something like an oc genie do it. Their overclocks are dirty in the sense that the clock might be either too low or too high as well as the voltage thus making it worse for you in the long run.

Well I put them all back to stalk speed and voltage but now its running at 45fps no more then that
